Complexity of Web Page to Blog to What?

We started with Simple HomePage, an HTML or even just .txt file. And then Graphics, Links to a few more pages.

We needed more so we have CMS or a program, Perl Script on the Server, so we could publish online. It will Generate the Page from DB and Store it as Static File. Basically Moving the Web Site Editor from Client to Server.

We wanted Dynamic Pages and since "compiling" every changes to static pages take time and wasn't fast enough. We have program that generate page dynamically when there is changes.

That was when CPU Core and Memory was slow, We dont have SSD either.

Now everything is 100s or in the case of SSD 100,000 times faster. Why cant we go back to basic of everything being simply an HTML file. And the program lives on our Client side, in this case that could be a PC or Smartphone?
